Hong Kong Exhaust Emission Laboratory Limited (HKEEL) is a motor vehicle exhaust emission testing center in Hong Kong, which is located in Yuen Long and has over 20-year experience in the region of vehicle emission testing industry. HKEEL have two test cells with two separate CVS systems and chassis dynamometers where we are able to test vehicles ranged from 2WD to 4WD, petrol to diesel, LPG to CNG, with maximum weight less than 3500 kg as well as motorcycles. We perform emissions testing on vehicles to the latest European Regulation (EC) 715/2007 and Commission Regulation (EC) 692/2008 amended up to 2016/646/EU (with OBD) (6c) and for Motorcycles using European Legislation of 134/2014 as amended by 2018/295 (Annex II – Type 1 test only) for the procedure on Test Report and 168/2013 as amended by 2019/129 (as applicable) for Euro 4 limits only, (Type 1 test only) . HKEEL are able to perform a series of full noise testing service for both of vehicles' and motorcycles' type approval registration under European Regulation (EC) 2007/46/EC repealing Directive 70/157/EEC and 97/24/EC respectively. HKEEL is approved by the United Kingdom Vehicle Certification Agency (VCA) and Hong Kong Environmental Protection Department (EPD). We are also the recognized emission test laboratory of Singapore National Environment Agency and Macau Transport Bureau (DSAT). Our Test Reports are accepted worldwide so that exporting vehicles from Hong Kong is easier than ever before.

If a passenger vehicles emission levels are to be determined precisely, then the vehicle must be tested in an emissions test cell under standardized conditions which provide an accurate reflection of the actual driving conditions. This is the only means of ensuring that individual emissions tests remain mutually comparable.
The vehicle to be tested is parked with its drive wheels on special rollers the rotating resistance of which can be adjusted to simulate friction losses and aerodynamic resistance. Inertial masses can be switched in or out to simulate the vehicles weight. The required cooling is provided by a fan mounted 30cm from the vehicle which tracks the vehicle speed to within +/- 5km/h. The measurement of emissions levels is based on a simulated driving pattern which progresses through a precisely defined driving cycle incorporating various vehicle speeds.
The exhaust gases produced during this driving cycle are collected for subsequent analysis of pollutant mass. The analysis procedures (NDIR analysers for CO & CO2, flame-ionization analysers for HC, NMHC and chemiluminescent analysers for NOx) have in the meantime been made uniform. The manner in which exhaust gases are collected and the procedures for determining emissions have largely been standardized in the various countries, but the driving cycles have not. In some countries, regulations on exhaust emissions are supplemented by limits on evaporative-emissions losses from the fuel system
We can test any unleaded passenger vehicle that is required for licensing in Hong Kong within the range of 652kg to 3000Kg in vehicle weight. Both our Dynamometer and Emissions systems are fully computer controlled and very simple to use, giving us detailed and accurate test results. We can provide a fast turnaround in that it takes 40 minutes to actually test the car (the vehicle has to be soaked for a minimum of 6 hours previous to testing) but we generally return the vehicle and test report to customers the next day after delivery.

Our Facility is capable of performing the Drive Cycle test up to European Regulation (EC) 715/2007 and Commission Regulation (EC) 692/2008 amended up to 2016/646/EU (with OBD) (6c). This test cycle uses a hypothetical driving curve which is calculated to provide a reasonable approximation of driver behaviour in urban traffic. This new test cycle is presently binding in the following countries: Belgium, Denmark, France, Germany, Great Britain, Greece, Ireland, Luxemburg, Netherlands, Portugal & Spain. It is also adopted by the Hong Kong Environmental Protection Department as an acceptable method for approval of vehicles registered in Hong Kong.

We can test any two stroke or four stroke Motorbike that is required for licensing in Hong Kong within the range of 100kg to 500Kg in weight, . Our equipment is of a very high specification. Both our Dynamometer and Emissions systems are independent to the vehicle emissions system both systems are fully computer controlled and very simple to use, giving us detailed and accurate test results. We can provide a fast turnaround in that it takes 40 minutes to actually test the bike but we generally return the motorbike and test report to customers the next day after delivery.

The Environmental Protection Department (EPD) have adopted two types of Noise test that must be performed on vehicles before they are registered in Hong Kong. For Stationary testing of vehicles we use the procedure and limits laid down in Japans Article 30 of the Safety Regulations for road vehicles. For vehicles that are brought into Hong Kong for the first time ie New Model or vehicle without type approval for HK then we perform running noise test as well as defined in the European Directive 70/157/EEC.
Our facility is approved to perform the stationary and full noise tests of motorcycles before they are registered in Hong Kong.
