Air Pollution Control (Non-road Mobile Machinery) Regulation

EPD Air Pollution Control Regulation
commenced on 1 June 2015 to help
improve air quality. New non-road
mobile machinery (NRMMs) for local
use are required to comply with
prescribed emission standards and
apply for an approval label from EPD.

From 1 September 2015, all regulated
machines sold or leased for use in Hong
Kong must be approved or exempted
with label issued by EPD and bear an
approved label or exempted label
issued by EPD.

Existing NRMMs can be exempted from the emission compliance requirement as their owner have applied for the exemption labels before 30 November 2015. Any regulated machines have not applied within this exemption period, should find EPD approved laboratory to conduct emission test, and certificate the NRMMs to conform to EU emission standards.

Started from December 2015, HKEEL is approved to conduct Non-Road Mobile Machinery (NRMM) emission test under latest EPD registration.

Regard to EPD motorcycle definition,
maximum design speed of any imported
motorcycles should excess 50 km/h to
perform further testing for Hong Kong
motorcycle registration.

HKEEL provide a series of maximum speed
test under European Directive 95/1/EC.
